Long Island City, NY November 19, 2012 -

The very first thing that you need to know is that the SBA has a Disaster Recovery loan program that businesses can access directly. This is different than the various regular SBA programs.

Much of the confusion about what is possible for small businesses in Long Island City that were affected by property or economic loss; and, the emergency and recovery resources available to entrepreneurs and small businesses, were presented in great detail by Man-Li Kuo Lin of the SBA, and Rosa Figuroa of LaGuardia's SBDC at the LIC / Astoria Chamber of Commerce FACE-TO-FACE Workshop on November 19, 2012.

The SBA's Economic Development Specialist for the New York District Office, Ms. Man-Li Kuo Lin,  administered a powerpoint and a "Emergency Relief Workshop" to help with issues relating to FEMA, SBA Disaster, and NYC SBS. 

The information and procedures helped everyone in the room. 

Rosa Figuroa, Director, LaGuardia Small Business Development Center; LaGuardia Community College also had information which was presented at the "Emergency Relief Workshop".

The FACE-TO-FACE WORKSHOP was a first of its kind presentations, and very different from the meeting November 15th in the sense that details and alternatives were covered. This was a two hour workshop with the SBA and LaGuardia SBDC. It was video recorded and will be helpful to those not in the room. Additional material and information appearing in brochures will be made avaiable here.

As far as OurLIC can tell, many businesses in the Greater Long Island City area qualify for an immediate loan of up to $25,000, 6 months interest free, and then 1.0% for the balance of 24 months. That can be arranged through NYCEDC that is having New York City Business Development Corporation handle the processing.

During the meeting, Shin actually suggested that people contact Bernadette Nation at The Business Outreach Team of SBS Telephone: 212-618-8706, who was one of the LIC / Astoria Chamber  speakers last week.

Finally, the SBA has a variety of loans and services that go up to $2,000,000. You can contact them directly, or go through the Small Business Development Center at LaGuardia. Just to be clear, OurLIC believes that the New York City Business Development Corporation and the Small Business Development Center at LaGuardia are basically doing the same thing. That is, accessing the SBA Emergency Recovery on your behalf. As stated earlier,  any business could apply  for emergency loans to the directly to the SBA.

We do not think that NYC or NYS is actually providing financial relief. It all seems to ultimately be coming from either bank guaranteed loans or from the SBA directly or through a NYS Business Development Corporation authorized to do this with certified counselor.

FEMA makes available a document HELP FOR DISASTER RELIEF.  It clearly states that by law FEMA does not help businesses and refers businesses to the SBA which offers direct Disaster Recovery business loans.


As for your business / economic loss, the interruption of your business must be documented. One word of caution is that these are all loans that need to ultimately be paid back. So, be prudent with your applications.

Business owners from Hunters Point, Sunnyside,  Woodside, and Astoria had a briefing from NYC Council Member Jimmy Van Bramer at the Long Island City / Astoria Chamber of Commerce meeting November 15, 2012.

The Council Member discussed a wide range of topics relating to relief and recovery, and reflected on lessons learned by the City and developers.  OurLIC  makes available a full video of Council Member Van Bramer's comments with this article in two parts.

In addition, in the first of its type briefing, small business owners were told exactly how to access funds that are available from various City, State, and Federal agencies. The myths were exploded
and realities explained as new information was provided to help eliminate the confusion that has persisted after Hurricane Sandy.

Business Outreach Team / Emergency Response Unit NYC Department of Small Business Services

  • The Business Outreach Team of SBS is the liaison between your business and the government. Concerns...issues...questions...problems with government that is impacting your business operations.
  • The Business Outreach Team will navigate government for you to resolve the issue. "It's like having a cousin in the Mayor's Office."
  • Now that we are experiencing the aftermath of Hurricane
  • For Insurance concerns, for example, the Business Outreach Team of SBS  can get your concerns to right people at the New York State Department of Financial Services (Formerly the
  • Department of Insurance). This agency oversees the insurance community in NYC.
  • Many business owners are being told by their insurance companies "Sorry. You don't have flood insurance, so we can not help you."  Maybe you need someone who is an expert to help you read your policy, and maybe tell you why you are not eligibile, or maybe they can help you to get your claim. Damage, for example, may not have been caused by a "flood".
  • The Business Outreach Team of SBS is dealing directly with the NY State Department of Financial Service.
  • If you have a legal concern, or problem with your landlord, the Business Outreach Team of SBS has pro-bono legal advisors. It could normally cost your $200 per hour to ask an attorney a question. For free legal advice contact the Business Outreach Team of SBS.
  • The Business Outreach Team of SBS will help you to regain your permits and licenses.  You will not have to go through that  bureaucratic process. They are the red tape cutters. The staff at
  • SBS knows how to navigate the bureaucratic maze of the City, State, and Federal Government so that you do not have to do that.
  • The Business Outreach Team of SBS will visit your space to do a first hand inspection.
  • Bernadette Nation has been doing this for 18 years. Bernadette's middle name is "Get the Job Done". She admires and respects entreneurs.
  • The help is not just for emergency.
  • Any agency that you have a problem with, call the Business Outreach Team of SBS.
  • The Business Outreach Team of SBS will help you to started getting NYC contracts. They will get you accurate information.
  • In the aftermath of recovery, if you have any issues  that you have to repair your commercial space, and it is emergency work, you can just hire that contractor without pre-filing. BUT, atleast two days after the commencement of the work, the contractor must file. You do not have to deal with the buraucracy to fix the damage and put things in order like your grease trap or plumbing line, or electrical grid. Licensed contractors know this. Hire a licensed contractor. They know about the administrative code that the department of buildings has for emergencies.
  • The Business Outreach Team of SBS is trying to arrange a program for "Rapid Repair" for business owners.

The LaGuardia Small Business Development Center

  • The LaGuardia Small Business Development Center, a state government sponsored agency,  was established to work with small business owners located in Long Island City and Astoria areas of Queens.

  • The SBDC provides one-on-one business counselling and support for existing businesses, expanding businesses, and start ups.
  • The  LaGuardia Small Business Development Center is located at 30-20 Thompson Ave, Suite BA 02, on the campus of LaGuardia Community College.
  • In their office they have "Business Recover Center" which has several representatives who help business owners access SBA Disaster Relief. They work with small businesses looking for loans.
  • The interest is 4.0%.  The maximum loan is up to $2.0 million with up to 30 years to repay the loan.
  • The staff is there from Monday - Friday plus Saturday from 1:00 pm - 5:00 pm.
  • If you are a small business you do not go to FEMA. You go directly to the SBA Disaster Relief.
  • LaGuardia Small Business Development Center can also help individuals who have had physical loss such as homes. That interest rate is 1.688%. Once they register with FEMA, they go to the  LaGuardia Small Business Development Center and complete an application.
  • It should take no more than 18 days to get your action.
  • These applications are DIRECT to SBA.  There are no banks involved. They are business loans. No matter what kind of loan you have, you still have to guarantee it.
  • Restaurants can apply.
  • The max loan is $2.0 million without a bank being involved...at 4.0%.  Loans can be for any amount.

  • Services from The LaGuardia Small Business Development Center are FREE.

New York City Economic Development Corporation (NYCEDC), also, the Industrial Development Agency (IDA)

  • The emergency loans available are like bridge loans before getting an SBA loan.The emergency loans go up to $25,000. There is no repayment required for the first 6 months. The term can go up to 24 months. The interest after the first 6 months is at 1.0%  No Collateral is required.
  • The business does not need to show physical damage.  It may be economic loss. Simply being unable to open your restaurant or business during the storm constitutes economic loss.
  • NYCEDC is woeking with a lender called New York City Business Development Corporation. They are reviewing applications. Turn-around time is 5-7 days.
  • As of November 15, 2012, the New York City Business Development Corporation had reviewed approximately 100 applications.
  • The SBS is also a place where you can apply for this emergency program.  (See comments and contact for Bernadette Nation, Director of Business Outreach Team / Emergency  Response Unit
  • In addition to the micro loan, there is a program that assists with the cost of purchase of equipment that is being replaced.  This program provides as sales tax exemption. That means a discount of 8.875% from the cost.

The Long Island City / Astoria Chamber of Commerce has organized a FACE-TO-FACE WORKSHOP:  "Emergency Relief Workshop" for the SBA to meet with small business owners and banks on Monday, November 19, 2012 at 10:00 am.


The SBA's Economic Development Specialist for the New York District Office, Ms. Man-Li Kuo Lin, will administer an "Emergency Relief Workshop" to help with issues relating to FEMA, SBA Disaster, and NYC SBS.  This will help with information and procedures and everyone will be in the same room.  Man-Li K. reports that Congresswoman Nydia Velazquez had successfully organized a similar session on November 9th in lower Manhattan.

When Mayor Michael Bloomberg was elected to office two and half years ago, small businesses became a major focal point for city government. The then Department of Business Services (DBS) was dramatically restructured, even taking on a new name.

Commissioner Robert Walsh was appointed to head the agency in January 2002, just before it was rechristened the Department of Small Business Services (SBS), and given an unequivocal mandate. "Since day one, Mayor Bloomberg has made it clear that small businesses are the chief engine of growth in New York." Walsh says. "It is SBS' business to be responsive to their needs."

As Nation remembers it, one of the first things the mayor and commissioner did was to reach out to the city's small businesses in an effort to better understand exactly what their needs were. Among their discoveries, she says, was that many small businesses found it hard to navigate government. "We're here to help with that," she says.

Nation and her team also help educate business owners about how to stay in compliance with whatever regulations apply to their particular business -- from parking to sanitation to construction.

Often, this means helping them understand just what the city rules and regulations actually are. "I didn't know" is usually the small business owner's first response when found to be in violation of a city regulation, Nation explains. "So let's educate the business owner first before we enforce," she concludes, matter-of-factly.

The City of New York is coordinating various programs and services to help businesses impacted by Hurricane Sandy. These programs include emergency loans for working capital, repairs/replacement of real estate, equipment, inventory and other business assets. Additional resources include temporary workspaces as well as employee retention and assistance programs to help retain your staff during this time.

Shin Mitsugi, Vice President of the New York City Economic Development Corporation, has over ten years of experience working with various tax incentives and credits resulting in the retention, recruitment, and creation of jobs and operations in New York City by commercial tenants and developers. Mr. Mitsugi has also worked extensively in various tax-exempt bond financing programs, including the 501(c)(3) bonds, the Liberty Bond program and the Recovery Zone Facility Bond Program. Mr. Mitsugi is a graduate of NYU’s Wagner Graduate School of Public Service (M.P.A.) and NYU’s College of Arts and Science (B.A.).

  • Serve as a corporate officer for conduit issuers of tax-exempt bonds, Executive Director for New York City Capital Resource Corporation and
  • Assistant Secretary for New York City Industrial Development Agency
  • Assist companies to identify programs and incentives that can help them reduce operating costs
  • Develop and execute business attraction and retention strategies
  • Use City, State and Federal incentives to prevent companies from leaving New York City.
  • Recruit and encourage existing companies to grow and expand their operations.
  • Work with consultants and companies representatives to identify applicable incentives.
  • Prepare discounted cash-flow analysis to structure appropriate and cost-effective incentive packages.
  • Collaborate with attorneys, urban planner, economists and communications specialists to move project forward.
  • Write memorandums to Deputy Mayor and President that recommend courses of action.
  • Have collected $17 million in penalty from companies that violated an economic development agreement with the City.
