This is to advise you of upcoming work in the Steinway Tunnel, which the 7 line uses to run between Queens and Manhattan, and other necessary work that will take place at locations along the 7 line in December 2012 and January, February and March of 2013.
As you are aware, MTA New York City Transit is carrying out a long-term project to install a state-of-the-art signal system on the 7 line. The installation of the Communications Based Train Control (CBTC) system, scheduled for completion in late 2016, will improve reliability, enhance safety, reduce maintenance and increase line capacity and operational flexibility.
CBTC is building on interlocking upgrades done on the 7 line and is replacing all remaining signals. It will ensure efficient spacing by monitoring train speeds and tracking the location of all 7 line trains. When completed, CBTC will allow for additional service to respond to increased customer demand on the 7 line.
In a letter dated September 13, 2012, I advised you that weekend service diversions would be scheduled for this winter to facilitate the installation of CBTC on the 7 line. Those weekends have now been scheduled.
The necessary service diversions affect service on the 7 line between Times Square and Queensboro Plaza on 12 weekends this winter. With only two tracks and virtually no clearance in the tunnel, it is not possible to perform certain jobs, such as CBTC installation, while trains run through it.
The next service diversions are scheduled for the December 29-31, 2012, January 5-7, January 12-14, January 19-21, January 26-28, February 2-4, February 9-11, February 16-18, February 23-25, March 2-4, March 9-11, March 16-18 and March 23-25, 2013 weekends.
On these weekends, there will be no 7 line subway service between the Times Square-42nd Street and Queensboro Plaza Stations from 12:01 a.m. on Saturday to 5 a.m. on Monday. A special fare-free shuttle bus service will operate between the Vernon-Jackson and Queensboro Plaza Stations while the service diversion is in effect.
Riders boarding the 7 line east of Queensboro Plaza must transfer between that line and the Astoria line at that station or to the Queens Boulevard line at 74th Street-Broadway to travel between Queens and Manhattan while the service diversion is in effect. Astoria line service will be increased on these weekends. We remind our riders that they can ride the E line to reach Court Square and Queens Plaza. New York Waterways operates ferry service to Midtown and Lower Manhattan and Brooklyn from Hunters Point South. Information is available at their website, www.nywaterway.com/Routes/Schedules/aspx. Normal 7 line service will be provided at all other times. A list containing the shuttle bus stop locations to be utilized during the weekend service diversions is attached.
We are taking the greatest possible advantage of the Steinway Tunnel closure on these weekends to do as much work as possible on the 7 line. Thus, the following projects will also be carried out while the service diversions are in effect:
§ Additional track and tunnel maintenance work will be done in the Steinway Tunnel. We are upgrading emergency alarms and telephones, installing copper cable associated with them and rebuilding collapsed ducts in the tunnel, another step towards improving service reliability.
§ Track replacement work will take place on the 7 line in the area of the Queensboro Plaza Station while the service diversions are in effect. Flagging and traffic signals will be used for the safety of the general public; parking will be restricted at each crane location and along the work site. Traffic will be detoured around the work area.
NYC Transit will post notices in the subway system informing customers of the temporary service changes. Brochures explaining this work and the alternate services will also be available in the subway system. We’d be happy to provide these brochures to you in bulk upon request.
We will make announcements on trains and in stations throughout the subway system about the service changes. NYC Transit personnel will be on hand at all affected stations and along the substitute shuttle bus routes in order to assist customers with any questions they may have. Notices about the diversions will also be posted on the service advisory page of the Metropolitan Transportation Authority’s website, www.mta.info/weekender. NYC Transit’s work on the 7 line will continue beyond these weekends. Weekend service diversions facilitating CBTC installation, additional Steinway Tunnel maintenance work and other work along the 7 line are scheduled to take place between in the fall of 2013. We will send you information on this work in a subsequent letter.
